The content of the postcard is:

"Respected Prime Minister Mr. Jean-Luc Dehaene, I am a Chinese retired employee of Nanjing Jinling petrochemical co. as well as a philatelist for many years. Excuse me boldly write to you. On the occasion of 27th anniversary of establishing diplomatic relations between China and Belgium, you successful visited to China. On Nov.6, you also came to Nanjing for a special visiting and attended a start ceremony for the Jinling beer corporation by Chinese- Belgian joint venture. It brought about large inspirit and joyous for Nanjing peoples. In order to commemorating the important event between China and Belgium relations, you are earnestly requested to autograph this letter card (verso) on stuck the stamp printed about Nanjing at your leisure inside of your busy affairs of sate, and kind of you to mail it back to me. It will leave a eternal precious souvenir for Chinese 30 million philatelists and two countries peoples. I am sincerely looking forward to you kind help. With best regards
