I know that the official language of Austria
is German, even though I don't know the German and my vision

The "RUTTE" is about a place, "ID 4" and
"6600" is a posted number, there is English "POSTAGE
PAID AUSTRIA" in the middle square frame. I looked over
the stamp, OSTERRETCH in the bottom, 2003 in the below right
corner is original issued date, the translated writings of
"A TUMA" cannot be found. "Die Post hilft"-"Post
assist" was printed in margin. The subject of the stamp
is clear and definite, the flooding submerged ground, only
peak and sun was appeared, but the main image is hard to understand,
I don't know what place the two askew crosses was situated
in? there is rock, weeds, but I cannot imagine what place
it is. Perhaps it is Austrian special place....the black character
75+425 was overprinted on it, it is the value of the stamp,
2006 is overprinted year, the original value and Euro's mark
can be seen indistinctly,the "MONDSEE" is unknown.
There is a arrived post mark in the back of the envelope,
it is "Nanjing 20060504"
There is a receipt in the envelope, it also
is German. Above is "Osterrechische Post AG UID-Nr:ATU46674503

address(but the web site also is German) Below is the number
and name of the stamp (Hochwasserhilfe 2006)and price(2 pieces
is 10 Euro),but I don't understand the "B-FREE BON EUR
40", perhaps it is an added advertise.

E-mail to Mr. Chilian, he sent a reply soon on May 10,2006,
he said: "Austrian flood stamp
: it was issued without prior notice on 21. April 2006, has
a value of € 0,75 + € 4,25 (this amount is donated by the
Austrian Post to flood victims). The stamp is an older issue
now with black overprint: FLOOD HELP 2006 and the value 75
