eng2-016-1 A autographed postcard by the Cote D'Ivoire Premier Daniel Kablan Duncan

The 22nd universal postal (UPU) congress was held in China on Aug.23-Sep.15,1999. It is first time that kind meeting are held in China since UPU was established for 125 years. China state chairman　Jiang Zemin hold the position of honorary chairman of the organization committee and he make an epigraph for the congress " Developing modern postal service, satisfying social demand"( See below left S.S.). In order to commemorate this congress, China post issued commemorative postage stamps, souvenir sheet, commemorative stamped postcards, folded letter sheet and so on. Small knowledge (Do you know?) About "UPU"

The Universal Postal Union(UPU) was established on Oct.9,1874. 22 nations attended first congress. The site of the association is in Bern of Switzerland. It is a specialized agency of UN now. China joined UPU on Mar.1,1914. " The convention of the universal postal service" is a common sign convention by the member states, it is a part of the law of nations. UPU have 189 member states now. The universal postal congress are a top power institution of UPU, it is general held one time for every 5 years.
